My decals came from http://www.aerographics.com/ using a PowerPoint drawing I made and sent them.
Any reasonably well equipped sign company has the gear to make vinyl decals. When I had to replace the N numbers on my 1947 Stinson I stopped by a local shop here in the hills of rural New Hampshire and they were custom cut on a computer driven machine in an hour for not a lot of money. They've been on there for many years now and have not peeled, moved or faded. When the plane was painted by the former owner the N numbers were applied with peel and stick numbers that did not hold well after years, but the sign shop stuff has worked wonderfully.
I am sure that if you brought them an image of what you wanted a decent sign shop could make the appliques/decals no problem.
