Loren,

If you were to consider edge distance of just leaving the incorrect holes as is, you might be able to convince yourself no issue here.  Personally I'd replace the two brackets, that just leaves the holes in spar, which being much thinner stock and on center of spar, likely no issue there.  I am scratch building a 701, these brackets can be made band sawing out of stock easy.  Both brackets can be made squeezing bends in large bench vise, I can send pictures of set up (its literally a squeeze, not hammering over crudely), then cutting side profile shapes.  Or you could order new parts.  If you are up to making these I'd be willing to give you more input on the fabrication.

Thanks for response. I ordered two new brackets. What do you think about iilling-in the extra holes in spar, behind rear bracket, with countersunk rivits?

I doubt having the extra holes in the spar will be an issue.  Especially if you keep them at #40. 

Think of them as lightening holes like you have on the ribs. Heck, it might even make your plane 0.05 grams lighter than everyone else's ;-).

That said, I believe the typical fix for such a mistake would be to take a scrap piece of 0.020 to 0.025 such that it acts as a doubler on the back side of spar.  Such that the missed holes are left open/as-is on the spar piece and the doubler acts as bracing piece.
