I know that your not supposed to have twist in the hor stab.  Well I do.  How much would be  acceptible?  Im not gonna tell you how much I have until you tell me how much is too much :)

A digital inclometer will do this.  An iphone has one on it even these days. I think they give you a measurement in mm for twist in the standards section anyway.

Oh wait, is it simply pushing down on one corner and seeing how many millimeters the other corner raises up?
That's it, flat side down. Just build flat and don't worry about measuring and quantifying unless you have a problem. If you need to determine exactly, you will need a conversion factor... I didn't need that, it just wasn't acceptable to me because it wasn't flat... Good luck.

When you lay the stab flat on the table and the twisted end is more than 3/8" off the table remake the stab. It can probably take a little more twist than that and still fly but would dampen your planes aerial dynamic performance. Drilling out and reriveting needs to done very carefully because your talking about the manufactured make-up of the part (probably over 80% of required rivets would have to be drilled out). I don't recommend that. My two cents.
