My 750 plans show L brackets riveted midway on the top wing skins but they aren't mentioned in the "step by step" docs.   How are they installed and do they attach to the ribs ?

They do not attach to the ribs. They float between them. And the latest photo guide -- Revision 1.1 (9/30/2010) -- which is available in the "Builder Resources" section of zenithair.com does show these stiffeners.
