The vent is burping, but you are right about the low spots being an issue. I am going to tweek this a little further before I start on the other side. Thanks!

Maybe its the picture but the line coming from your fuel tank port (right rear corner in the pic) seems to rise upward, which would create a low point for water to accumulate?

Well....I need to move somethings around. Had a little oil canning when I emptied the tank, clearly the vent isn't working.
