Assuming your prop is a ground adjustable pitch model. Set pitch between 10 - 12 degrees. If with the brakes set ON or the aircraft secured WOT the RPM should be between 5200 - 5300 on the ground (static run up). In flight straight & level WOT the rpm should 5600 - 5800 with the idea being that if a throttle cable breaks the engine goes WOT but does not over rev past 5800 red line. A change of 1 degree can make a 250 - 300 rpm difference. Take your time to set the prop pitch correctly.

It looks that Your prop is to havy . On ground You sholud take aprox 5200- 5300 rpm ( no less 5200 according rotax sugestions )  . At max speed You should to get 5500 - 5600  rpm this is a setup that i have on 701 rotax 80hp
