"YESY" its a zip tie. The sun & vibration will do its best to relocate the bilge drain hose (water is rough). Since I do not want to get back in there (Zenith made no inspection covers) soon I went the extra step in adding zip ties to keep the drain hose end located in the bottom of the bilge. Hose is 5/8" automotive heater hose....fits the nipple on the tapered cup.

Is that a zip tie and an Adel clamp I see in the picture. Good idea.

 

Why did you decide on the particular kind of hose that you are using?
