Using 3 scrap boards, a length of nylon rope, a few nails, an extra loose board to guard from splitting the jack board and a bottle jack, installing the bungee was fairly easy.

You can also use a 1/2" ratchet placed in the top tube's hole and leverage the bungee on. There is a photo of how to do it in Bob McDonald's photos. Works great, I've had to replace 2 of them already.
